How to fix GTA San Andreas Mouse not working problem on Steam & No

How to fix Grand Theft Auto: San Andreas Mouse not working bug.
Not a mod it's actual DINPUT8.DLL file from Microsoft, just older version.
Recorded for Steam version but should work on all versions.
This fix works on Windows 7, Windows 8 / 8.1 & Windows 10
